Gathering tools cost a lot of gold for a new player, and doesn't reward an awful lot at the start for it to really be worth it to buy the tools for 800 (rather high price, but it's fine if you just want way to powerlevel). If they would drop at a rather low rate, say 1 in 50, from some mobs that low leveled players can kill, perhaps more people would actually make an effort and try it out. Dwarves for pickaxes and Elves for the scythes would make sense thematically.

You can get a few of them for free doing quests (amazon task, Kert's camp) to help getting them at lower level, though. And afterwards you have enough money to afford some and get them. Professions are very good for your gear, items, etc. But they come at a cost, else it would be way too good.

Them being a somewhat rare drop from dwarves/elves would in no way be "way too good". Alchemy is decent at low levels, blacksmithing is straight up an awful investment until tier 3-4. Putting aside all misc items you "can" make but will never do in reality (crocodile boots is a fine example of this) all blacksmithing is for a low level is a waste of money. The few tools you get from the quests will last you to anywhere between 1 and 15 skillpoints, not further, and you will possibly have made a better shield and a pair of legs that you replace with stuff you loot after an hour of playing.
Adding the tools as drops would in no way diminish the value of the professions, but it COULD give those who have bad RNG at the start keep on trying.

I made crocodile boots... Though I agree that blacksmithing requires a significant investment to be worth it.
